More funds required for Myanmar cyclone response, UN agencies stress

27 January 2011 – Three months after Cyclone Giri struck Myanmar, key challenges such as inadequate shelter, food insecurity and lack of livelihoods remain, United Nations humanitarian agencies and their partners said today, calling for additional assistance to support early recovery efforts.

The category 4 cyclone killed at least 45 people and affected 260,000 others when it hit the country's Rakhine state in late October. According to Government estimates, at least 20,000 houses were completely destroyed, leaving over 100,000 people homeless, and 56 per cent of schools have collapsed or been damaged. Some 17,500 acres of agricultural lands and nearly 50,000 acres of agricultural ponds were also destroyed.

Emergency relief was distributed in the period following the disaster, covering basic needs such as food, health services, and temporary shelter, according to a news release issued by the Office of the UN Resident/Humanitarian Coordinator in Myanmar.

However, a joint assessment carried out recently by the UN and its partners revealed that, as of January, an estimated 104,000 people are still living with host families in the four worst-affected townships – Myebon, Pauktaw, Minbya and Kyaukpyu. The shelter support delivered so far has consisted primarily of tarpaulins and plastic sheeting, which are not adequate in the longer term.

It is estimated that without additional external support, nearly 60 per cent of affected houses will not be repaired or rebuilt before the next rainy season, increasing the risk of another humanitarian crisis.

Food insecurity is another major issue, given the severe damage to embankments, crops, boats and fishing gears, the news release noted. Around 60 per cent of the rice production from 2010 has been lost, and over 90 per cent of all rice fields have been damaged in Myebon alone.

Aid agencies are warning that the “significant” gap in funding threatens to hamper early and medium-term recovery activities in the affected areas. So far only $22 million of the $57 million needed for post-Cyclone Giri relief and early recovery has been provided by donors.

“Humanitarian partners operating in Myanmar have been able to reach the affected areas and are providing crucial support directly to the people, in coordination with the Myanmar authorities,” noted UN Resident/Humanitarian Coordinator Bishow Parajuli.

“But funding constraints mean that many communities are left vulnerable. If shelters and embankments are not rebuilt before the monsoon season and farmers are unable to plant their crops this year, the people in these townships may face a prolonged crisis,” he added.

The slowing-down of support provided after Giri echoes that of the response after Cyclone Nargis, which left some 140,000 dead and affected the lives of an estimated 2.4 million people in May 2008, the UN pointed out.

Only one-third of the approximately $690 million needed for the Post-Nargis Recovery and Preparedness Plan, covering up to the end of 2011, has been forthcoming, and funding for recovery activities in the Ayeyarwady Delta has nearly come to a halt.

‘Real’ talks on Council reform may begin this year, Assembly President says

17 January 2011 – General Assembly President Joseph Deiss said today he hopes “real negotiations” may at last get under way this year in the almost two-decades-long process to enlarge the Security Council, bringing the United Nations body whose decisions are binding into line with the Organization’s current membership.

The Council was last enlarged in 1965 when its membership was increased from 11, including the five permanent members – China, France, Russia, the United Kingdom and United States – to 15, at a time when the UN only had 118 Members States.

Today the UN has 192 members, but attempts over the past 18 years to enlarge the Council have become bogged down in how many additional seats should be created, whether some should be permanent, and whether these should have veto powers. At present the 10 non-permanent members are elected for two-year terms and have no veto powers.

“The situation for the moment is quite complex still and I hope that during this year we will at least be able to bring the negotiations, real negotiations under way,” Mr. Deiss told a news conference at UN Headquarters in New York.

He noted that Ambassador Zahir Tanin of Afghanistan, who has been overseeing the negotiations on Council reform, last month presented a paper giving an overview of the positions of all Member States, received further input and is expected to produce a new paper by March.

The so-called G4 (Group of Four) – Germany, Brazil, India and Japan – have been considered potential new permanent members, while Africa is also seeking two permanent members.

While decisions of the current 15-member Council are binding, those of the 192–member General Assembly are not, and many members have called for further empowering the Assembly.

Outlining the Assembly’s programme in the coming months, Mr. Deiss cited a High-Level Meeting on HIV/AIDS from 8 to 10 June, a review of the work of key UN organs and revitalization of the Assembly, and high-level meetings in September on curbing non-communicable diseases, desertification and the follow-up to the 2001 World Conference against Racism in Durban, South Africa.

၁၉၆၇ ခု ၾသဂုတ္လ၁၃ ရက္ေန့တြင္ စစ္ေတြၿမိဳ့၌အငတ္ျပႆနာေၾကာင့္ ဆႏၵျပေတာင္းဆိုသူရုိ့ အား မဆလ ေခါင္းေဆာင္ေနဝင္း၏ အမိန့္အရ G 3, G4 ျဖင့္ပစ္သတ္ခံရေသာ ရခိုင္ျပည္သူအေပါင္းရုိ ့အားလည္းေကာင္း၁၉၇၅ခုႏွစ္ရခိုင္ျပည္ကြ်န္းပံုးကိုလိုနီဘ၀မွလြတ္ေျမာက္ရန္အသက္ပီးလားေရ (Arakan Independence Organization-AIO)ေထြေထြအတြင္းေရးမူး ဆရာဦးစံေက်ာ္ထြန္း ႏွင့္အဖြဲ၀င္မ်ားအားလည္းေကာင္းင္းေနာက္ ၁၉၇၇ ခုႏွစ္ အဖရခိုင္ျပည္ႀကီးကုိ ကယ္တင္မည္ဟု ေၾကြးေၾကာ္သျဖင့္ တပ္မွဴးတပ္ဗိုလ္ ရဲေဘာ္ရဲဖက္ 120 ေက်ာ္ရုိ့ျဖင့္ ရခိုင္ျပည္သုိ ့အေရာက္ခ်ီတက္မွဳေၾကာင့္ တိုက္ပြဲေပါင္း 21 ပြဲျဖစ္ၿပီးေနာက္ ရန္သူတို ့၏ အဆက္ မျပတ္ပိတ္ဆို့မွဳမွ မလြတ္ေျမာက္ႏိုင္၍ ပီစတိုျဖင့္ မိမိကိုယ္ကုိ္ မိမိအဆံုးစီရင္၍ လား ခေသာ အာဇာနည္ ALP ၏ ဥကၠဌႀကီးခိုင္မုိးလင္းႏွင့္ ရန္သူအားခုခံတုိက္ခိုက္ရင္းႏွင့္ တိုက္ပြဲ ၌က်ဆံုးလားခေသာ ALP ၏ အတြင္းေရးမွဳးခုိင္ဘေက်ာ္၊ ဗိုလ္ႀကီးခိုင္မင္းႏိုင္၊ ခိုင္ဗိုလ္သိန္းႏိုင္၊ ဗိုလ္ခိုင္ေက်ာ္ထြီး၊ ဗိုလ္ခိုင္သီဟ၊ ဆရာႀကီးခိုင္ထြန္းဘေအး၊ ဗိုလ္ခိုင္ဓညေအာင္၊ ဆရာခိုင္ေရႊခုိင္၊ ဆရာခိုင္ေျပာက္က်ား ရဲေဘာ္ခိုင္ေက်ာ္ဝင္း၊ ဆရာခုိင္သန္း၊ ရဲေဘာ္ခိုင္မုိးႀကိဳး၊ ဆရာခုိင္စုိးႏိုင္၊ ဆရာခိုင္ရဲလင္း၊ ခိုင္ဗိုလ္စုိးႏိုင္၊ ရဲေဘာ္ခိုင္သန္းထြန္းႏွင့္တကြ တပ္မွဴးတပ္ဗိုလ္ 40 ေက်ာ္ရို့အားလည္းေကာင္း ရခိုင္ျပည္၌က်ဆံုးလားခေသာ ဆရာႀကီးခုိင္ေက်ာ္ထြန္း၊ ဆရာႀကီးခိုင္ထြန္းႏိုင္တကြ တပ္မွဴးတပ္ဗိုလ္ရဲေဘာ္မ်ားအားလည္းေကာင္း၊ ဘဂၤလားေဒ့ခ်္၌ က်ဆံုးလားခေသာ ဆရာခိုင္သစၥာအားလည္းေကာင္း အိႏၵိယႏုိင္ငံ၌ တုိင္းျပည္အတြက္က်ဆံုး လားခေသာ ရဲေဘာ္ ခိုင္ရြက္သစ္နီ၊ ရဲေဘာ္ခုိင္ေဘာ္ခိုင္ဝရဇိန္၊ ဆရာခိုင္တုိက္ထြန္းရို့အား လည္းေကာင္း ရခိုင္ျပည္လြတ္လပ္ေရးအတြက္ ႀကိဳးပမ္းအားထုတ္၍ ရန္သူအား ရြပ္ရြပ္ခၽြံခၽြံ တုိက္ခိုက္လားရင္းႏွင့္ ကြယ္လြန္လားခေသာ ALP အတြင္းေရးမွဴး ဦးစံေက်ာ္ထြန္း (ဗိုလ္မွဴး) ႏွင့္ရဲေဘာ္ရဲဘက္မ်ားအားလည္းေကာင္း ပါတီေပါင္းစံုရုိ့မွ လြတ္လပ္ေရးအတြက္ အသက္ပီး တိုက္ပြဲဝင္လား၍ကြယ္လြန္လားခေသာ အာဇာနည္ေခါင္းေဆာင္မ်ားႏွင့္ ရဲေဘာ္ရဲဘက္မ်ား အားလည္းေကာင္း ဒုတိယကမၻာစစ္မတိုင္မီ အဂၤလိပ္နယ္ခ်ဲ့ရို့၏သတ္ျဖတ္မွဳကိုခံရေသာ ျပည္သူရုိ့အားလည္းေကာင္း ဒုတိယကမၻာစစ္အတြင္း ဂ်ပန္ရုိ့၏ ႏွိပ္စက္ညွင္းပမ္းသတ္ျဖတ္ခံရ ေသာ ရခိုင္ျပည္သူအေပါင္းရို့အားလည္းေကာင္း ပညာရွိသုခမိန္ ဘြဲ ့ထူး ဂုဏ္ထူး ရာထူးကိုရ ေသာ ဦးဦးသာထြန္းအား ယခင္မဆလ အခု နဝတ ေခါင္းေဆာင္ႀကီးမ်ားျဖစ္ၾကေသာ ေနဝင္း ဗိုလ္ခ်ဳပ္မွဴးႀကီးေစာေမာင္ ဗိုလ္ခ်ဳပ္ခင္ညြန့္ရုိ့သည္ အႀကိမ္ႀကိမ္ဖမ္းဆီးခ်ဳပ္ေႏွာင္သတ္ျဖတ္ရန္ ႀကိဳးစားအားထုတ္၍ မရရွိႏိုင္ေသာ္လည္း ၁၉၈၈ခုႏွစ္ ရွစ္ေလးလံုး ဗမာျပည္အေရးေတာ္ပံုႀကီး ေပၚေပါက္လာေသာအခါ ပညာရွိဦးဦးသာထြန္းသည္ အုိမင္းမစြန္းျဖစ္လာ၍ ပညာရွိေသာ္လည္း သတိၿမဲခဲဲသည္ ဆိုသည့္အတိုင္း သတိလက္လြတ္လားသျဖင့္ ရခုိင္ဒီမုိကေရစီပါတီ ထူေထာင္ ၍ တရားေဟာေသာေၾကာင့္ နဝတေခါင္းေဆာင္ႀကီးမ်ား၏အႀကိဳက္အကြက္ေကာင္းဝင္လာ သည့္အတြက္ေၾကာင့္ ဖမ္းဆီးခ်ဳပ္ေႏွာင္၍ စစ္ေတြေထာင္သို့ ပို့ေဆာင္ၿပီး အတင္းအားဓမၼ အဆိပ္ ေကြ်း၍ အသတ္ခံကြယ္လြန္လားခေသာ ဆရာၾကီးဦးဦးသာထြန္းအားလည္း ေကာင္း

Statement of Arakanese Independence Lost Day

ARAKANLAND 

Statement on the 226th anniversary of down fall of Arakan independence 

December 31st, 2010 

The date December 31st, 1784 has forever changed  the history of Arakan, the day that independence and sovereignty lost evoked in the hearts and minds of all Arakanese's memories of unimaginable tragedy and  unspeakable horror and pain. Over country's long history, great men and women have answered the call of Arakan to protect their homeland from the threats of evil. And doing so, many have fallen while protecting their country and our way of life, whose deeds remain living through our memories. 

On the 226th anniversary of down fall of Arakan independence we give voices to the people of Arakan who have been silenced by one of the most repressive military regimes in the world. We vow to keep our struggle for freedom and human rights alive for the people of Arakan and also the people in Burma. 

We join together at the United Nations to remember and pay tribute to sacrifices all of those who fought to preserve our heritage of freedom.  December 31 of today comes with a somber reminder of the great lost of our independence. 

We continued to fight for right to live, to exist. Those who were lost in that noble effort,   are our truest exemplars of courage and aspiration, shall forever be worthy of Arakan's deepest respect, admiration and gratitude. 

We celebrate their legacy, their investment for our sovereignty. The price they paid towards our freedom, our liberty and we preserve their memory and thus their service and sacrifice in the memories of future generations. 

We ask the United Nations and international community to support decolonization of Arakan. We believe in our faith, our values and our struggle that would determine our nation's destiny, in denouncing Burman colonization of Arakan that would decide the fate of the free world, in keeping our struggle alive that would change forever the lives and futures of people fighting oppression, they have persisted in the face of adversity.

We are deeply concerned for the people of Burma, who live under a stifling regime where they cannot ask, even peacefully, for respect and common human decency without fear of beatings, torture, imprisonment and even death. 

We remember painful history of Arakan and grieve over the lost and destruction of Arakan's priceless cultures and heritages which had existed since the down of Arakan's glorious civilization. 

We are committed to the preservation of Arakan as a free land, and there is no cause more important for preserving that freedom than affirming the transcendent right to life of all human beings, the right without which no other rights have any meaning. 

We remain steadfast in our commitment to the freedom in our country and the freedom in our own hearts. The vision of Arakan is our proud inheritance from our national movement since we lost our independence in 1784. We recommit ourselves to the freedom that is at the heart of our nation in which every citizen can live a life of dignity, self-respect, decency and hope, where every citizen feels proud to say-I am Arakanese. 

We call upon the international community to  stand with us who share our aspiration for freedom, and invite Arakanese around the world to join our struggle we are in, to bind up national demand; to make the promise of Arakan's founding fathers come true.
